 Director of troubled youth facility resolves remaining charges

The director of a Rich County facility for troubled youth on Wednesday resolved the last charges in a criminal case that has fallen apart over the past year.

Children at Majestic Ranch had accused Wayne E. Winder of sexual abuse and verbal and physical assaults, and one boy said Winder showed him a picture of a naked woman.

But 1st District Judge Clint Judkins dismissed three felony counts in December after several students recanted or gave inconsistent testimony at a preliminary hearing. That left two counts of class A misdemeanor child abuse.

On Wednesday, one count was dismissed and the other diverted. The diversion means Winder, 36, admits no guilt and the count will probably be dismissed in 12 months.

Winder must also continue to comply with a policy change at the facility that prohibits one-on-one encounters between staff and students.

The ranch charges up to $3,000 a month to teach behavior modification to children ages 10 to 14.

Insisting that Winder had committed no offenses, defense attorney Earl Xaiz noted many of the children who brought accusations were not credible.

"These kids are there because they got in trouble, and one reason they got in trouble is they told lies," Xaiz told The Tribune on Wednesday.
