Foster Child's Death Sparks Review

The death of a 3-year-old developmentally disabled foster child is prompting a review of the foster care system.

Hamilton County Prosecutor Joe Deters says it's unfortunate that it takes a tragedy to change the system.

Foster parents Liz and David Carroll Junior are accused of causing Marcus Fiesel's death.

Authorities say the couple bound him with a blanket and left him in a closet for two days while they attended a family reunion.

The Ohio Department of Job and Family Services has launched an investigation of the Fiesel case.

On Friday, Sept. 1, 2006, the agency ordered all 88 counties in Ohio to check on foster children placed by Lifeway for Youth, the private organization that matched Fiesel with the Carrolls.

Lifeway says it was misled by the Carrolls and is not responsible for the boy's death.
