Answers Sought In Horrifying Death Of Teen

(CBS 3) PHILADELPHIA In a CBS 3 exclusive, a teenager with cerebral palsy who was in the care of Philadelphia's Department of Human Services died a horrifying death and now answers are being sought.

It may never be known what 14-year-old Danieal Kelly endured as she died in a home that officials say was steaming hot and filled with insects.

"It is a bad tragedy, real bad," said neighbor, Derek Huger.

Inside the home, where she lived with pregnant mother and eight brothers and sisters, medics say they found Danieal with untreated bed sores and weighing only 42 pounds and 3'6" tall.

The autopsy also revealed she was neglected and exposed to a hot environment.

"This is really a sad case, we are just devastated by any child death," said DHS Commissioner, Cheryl Ransom-Garner.

Ransom-Garner confirmed that Danieal has been under the care of the DHS since October 2005.

DHS contracted a local neighborhood providing agency to check in on Danieal twice a week.

The commissioner says she wants to know if those visits were made and if so, how could she have died such a horrifying death.

"We had closed intake to that provider so that no other children will be referred there until we find out what exactly happened and why," added Ransom-Garner.

CBS 3 exchanged phone calls with the providing agency on Tuesday but it is not determined if they want to make a comment.

So far, no criminal charges have been filed in this case.
