Rice Lake clinic submits policy update plans

Northwest Counseling and Guidance of Rice Lake submitted an updated plan regarding its program policies to the state July 21, including when physical restraint of patients is to be used.

The clinic submitted the list of proposed changes after a psychiatrist visited the Rice Lake facility and suggested ways to improve their procedures.

Recommendations included avoiding the use of physical restraint, clarifying the registered nurse's duties, limiting new admissions until all referred children's cases have been reviewed and separating patients of different ages.
The Department of Health and Family Services in Madison requested the new plan of action July 17 in regards to how the clinic proposed to reduce the chance of repeating the incidents that led to the death of a 7-year-old patient two months ago.

Angellika Arndt of Ladysmith had been physically restrained May 25 at the clinic in a face-down position on the floor shortly before she became unresponsive. She died the following day at a children's hospital in Minnesota.

A subsequent medical examiner's report found the cause of Arndt's death to have been complications from chest compression asphyxiation, which had been brought on by the hold clinic personnel had used.

The clinic maintains that its personnel followed proper procedure and that the investigation should include what medications the girl was taking. Investigations in the case are ongoing.
