Preliminary Report On Fiesel Investigation Released

Butler County Children Services has released a preliminary report on
its internal investigation into how the Marcus Fiesel case was
handled.
The report, which was done by the
agency's ombudsman Mike Morrison, reveals the agency had no
information that would indicate Marcus was in danger.
However, the ombudsman says he did
find one policy violation when he went through Marcus' case history.
When Marcus was removed from his
first foster home, county social workers were supposed to meet with
county placement workers to be sure his needs would be met in the
Carrolls' home.
Morrison's report indicates his
agency didn't know about the domestic violence call to the Carrolls'
home.
Social workers also didn't know
that an alleged live-in girlfriend moved into the couple's Union
Township home.
Morrison also told commissioners
that Marcus' behavior was consistent with either autism or fetal
alcohol syndrome.
He says Marcus was too young to be
officially diagnosed.
The Ohio Department of Job and
Family Services and the county are conducting their own independent
investigations.
Commissioner Mike Fox asked if
anyone knows where Marcus' biological father is.
Case workers say they know his
name, but don't know of his whereabouts.
