House looks at how kids are treated at boot camps

CAPITOL HILL (AP) - A House panel today begins looking into charges of child abuse and neglect at residential treatment facilities.

Those are sometimes called childrens' boot camps.

Testimony is expected from parents whose children have died in boot-camp programs. The lawmakers will consider whether the privately run facilities should fall under federal regulation.

The hearing comes as a Florida trial continues against boot-camp guards and a nurse charged in the death of a 14-year-old boy who wouldn't exercise.

A 30-minute video shows the guards hitting and kneeing Martin Anderson. Prosecutors say the guards suffocated the teen by covering his mouth and forcing him to inhale ammonia fumes. Defense attorneys say their clients followed policy and the boy died because of a previously undiagnosed blood disorder.
